Director, Office of P3 Initiatives and International Affairs

Gail Lewis is the Director of P3 Initiatives and International Affairs for the Arizona Department of Transportation. She leads the agency’s effort to implement public private partnerships as an alternative project delivery and finance mechanism, including program management, project pipeline development, management of the ADOT and consultant teams, and specific project management. In addition, she also oversees all of the Department’s border-related planning, policies, projects and initiatives, and represents ADOT’s interests with the state’s colleagues and counterparts in Mexico.
Prior to taking on this role, Gail spent two years at ADOT as Assistant Director for Government Relations and Policy, and four years as the policy advisor for transportation and international trade in the Office of Governor. She previously spent a decade as the Director of Economic Development and Constituent Outreach for Arizona State University and worked for two Phoenix mayors. She has done domestic and international consulting work in economic development and transportation.
Gail has a bachelor’s degree in Journalism and International Relations from the University of Southern California and a master’s degree in International Affairs from Columbia University.
Gail is active with many national and local civic groups and is the mother of two great sons.Back to speakers
